PM reshuffles Cabinet, Pranab Mukherjee is new Indian Foreign minister

Pranab Mukherjee was appointed the External Affairs Minister while veteran Congressman A K Antony took his place as Defence Minister in a minor expansion-cum-reshuffle of his 29-month-old government by Prime Minister Manmohan Singh.

Kannada actor-turned-politician M H Ambareesh made his debut in the Union Ministry as Minister of State for Information and Broadcasting.

Jay Prakash Narayan Yadav, an RJD leader and a protege of Railway Minister Lalu Prasad, who had to resign last year following allegations of influencing the police in a case of electoral malpractices against his brother, returned to the government, again as Minister of State for Water Resources.

Oscar Fernandes took over Ministry of Labour.

SAHTECH, SEMI, and Semiconductor Industry to promote “SEMI Safety Guideline” in Taiwan

“Localization of ‘SEMI Safety Guideline'”, executed by Safety and Health Technology Center of Taiwan (SAHTECH) and supervised by Semiconductor Equipment and Materials International (SEMI), was announced today in Hsinchu, Taiwan.

This localization included several fields on health and safety of semiconductor manufacturing, certification testing on electrical devices, evaluations on fire or natural diseases, and environmental issues on semiconductor manufacturing devices, etc.. Companies and manufacturers from the semiconductor industry also paid more attentions on this guideline because issues on carbon-savings, earthquakes, fire diseases, and environment-efficiencies were included into this guideline.

This [safety] guideline was originally promoted by SEMI since 1975 and was set up according to industry infrastructures in Europe, America, Korea, Japan, and Taiwan. Currently, its standards from the S1 to S25 was completely ruled by several world-class executives in semiconductor industry, and the S26 standard for FPD industry, proposed in Taiwan, was also in several arrangements with the other countries.
The semiconductor industry is a high-value industry in every country. If a fabrication plant (fab) was vandalized with fire or earthquake, how will a company decrease its lossless after a disease? As of some examples from the other countries, several companies didn’t pay more attentions on devices’ safety and finally got a damn trouble on counting lossless after a disease. By the way, voltages on electric using will take effect on energy especially the wasting of CO2. We [the semiconductor industry in Taiwan] hope this announcement will drive on global safety standards.
Generally, the designs of a fab will take effect on possibilities when a disease take place in, and its scale will chain much wasting on manufacturing devices and materials. For example, when using fluorine in a fab, a company would consider using a gas tank car rather than a steel bottle. But due to environment and carbon-saving issues, some evaluations should be tested in a fab.

I Have Arthritis In My Ankle What Can I Do?

Ankle arthritis is one of the most common problems seen in a rheumatology office. While it is a relatively small joint complex, it is subjected to a great deal of stress because of the weight-bearing required with standing and walking.

Throw in the need to make forward and backward movements as well as side to side movements, it becomes clear that the stress placed on the bones, ligaments and tendons is tremendous. And that doesnt even account for the twisting and [pivoting motions that are often required during a typical day.

Because of this responsibility and location, ankles are probably injured more than any other joint complex.

Many different kinds of arthritis can affect the ankle. The most common are osteoarthritis. Osteoarthritis is a wear and tear type of arthritis. The cartilage that cushions the joint begins to wear away prematurely as a result of trauma and localized inflammation. This type of osteoarthritis that occurs following injury is referred to as post-traumatic osteoarthritis. A common scenario is someone who sprains their ankle as an adolescent or young adult and then develops ankle arthritis years later.

Rheumatoid arthritis comprises about 15 per cent of ankle arthritis. Rheumatoid arthritis is a chronic systemic autoimmune disease that affects virtually all joints. The chronic inflammation leads to progressive deterioration of cartilage, bone, and ligaments.

Other types of arthritis that can attack the ankle include psoriatic arthritis, Reiters disease, gout, pseudogout, sarcoidosis, juvenile arthritis, and ankylosing spondylitis.

Treatment of ankle arthritis first consists of making the correct diagnosis. That takes a careful history and physical examination. Laboratory testing and imaging studies such as x-ray, ultrasound, and magnetic resonance imaging are useful.

Treatment for mild discomfort is straightforward. Limit activities that cause pain. That means high impact sports like running, soccer, and basketball. If excess weight is an issue, then weight loss is mandatory. Over-the-counter anti-inflammatory medicines can also provide symptomatic relief.

Various ankle braces can be a lifesaver. These come in different varieties and shapes. They can fasten using laces or Velcro. Braces may be soft or may contain a hard synthetic shell. It is best to consult with your rheumatologist or orthopedist before purchasing a brace.

Orthotics are shoe inserts that tilt the ankle and relieve pain by altering the direction of stress forces. These should be custom-made for optimal results.

When ankle pain is severe due to inflammation and/or fluid accumulation, then aspirating the joint with a needle and injecting a long-acting glucocorticoid (steroid) may be very useful. Following a procedure like this, it is a good idea for the patient to have their ankle braced for at least three days to rest the joint.

Physical therapy is also an excellent adjunctive therapeutic approach. The therapist can help the patient with different modalities that can reduce edema (soft tissue swelling0 as well as inflammation and also teach a patient exercises to strengthen and stabilize the ankle so that future ankle sprains and strains are less likely.

Patients who have severe ankle arthritis due to osteoarthritis may benefit from viscosupplementation. This is a procedure where a lubricant is injected into the joint. Viscosupplements have been used successfully in many joints including the knee, hip, and shoulder, as well as the ankle.

Surgery is an option for patients who have failed more conservative measures. Arthroscopy, which is a procedure where a small telescope is inserted into the ankle joint through a tiny incision. Small instruments are used to remove loose pieces of cartilage. This procedure can also be incorporated with simultaneous cartilage transplant where healthy cartilage is inserted in place of damaged cartilage at the time of the procedure. Cartilage transplant procedures are very time intensive and require limited weight bearing for several weeks to months afterward.

Joint realignment is a procedure where a wedge of bone is removed from one side of the ankle so that stress forces are transferred to the healthy part of the ankle. While this is a temporary fix, it is useful for some patients.

Ankle fusion is a surgical procedure where the tibia (leg bone) is screwed to the talus (upper ankle bone). This restores alignment and reduces pain. Unfortunately, the patient loses about half of the plantar and dorsiflexion (toe down and toe up) movement in the ankle. The ability to walk without pain is restored to the ankle; however, there is more stress placed on other weight-bearing joints such as the knee, which can lead to the development of osteoarthritis in these joints.

Ankle replacement is an increasingly popular option. In the past, ankle replacements werent that effective but technological advances have improved their success. Good candidates for ankle replacement are those who are older than 55 years of age, in good medial condition, have their weight in the normal range, and who dont engage in high impact activities either at work or during their leisure time.

Japanese researchers create smell sensor using genetically engineered frog eggs

A University of Tokyo group of researchers, led by bioengineer Shoji Takeuchi, has made an electronic sensor capable of smelling gases. The sensor uses genetically engineered frog cells. Since previous sensors were not very accurate, the scientist decided to try a biological approach. The invention was revealed in a US scientific journal yesterday, and is supposed to be used to design better machines to detect polluting gases in the atmosphere.

Previous smell sensors were based on quartz rods, which vibrate when a substance binds to them. The gases are distinguished by their molar masses, which can be similar for molecules with different structure, thus relatively often triggering a false positive. Trying to find a more accurate solution, Takeuchi decided to follow an example from insect world. As he explained, “when you think about the mosquito, it is able to find people because of carbon dioxide from the human. So the mosquito has CO2 receptors. When we can (extract) DNA (from the mosquito) we can put this DNA into the frog eggs to detect CO2.”

Genes of several insects (the silk moth, diamondback moth and fruit fly), injected into African clawed frog Xenopus laevis eggs, allowed them to produce relatively inexpensive and useful sensors. The choice of the species was caused by their widely studied and well-understood protein expression mechanism.

The modified cells responded to three kinds of pheromones and one odourant, which have similar chemical properties. When a molecule of an odorous substance adhered to the receptor on the membrane protein, ion channels opened for a certain period of time, and a current was generated. Its magnitude was clearly different for all four tested substances, allowing to distinguish between them accurately.

The colleagues embedded the sensor into a mannequin, so that it could shake its head when a gas was detected. It was easier to observe. Pheromones and molecules with quite similar molecule structure produced clearly distinguishable reaction, with higher accuracy than other biological or human-made sensors. As the research group said, the detection sensitivity of the odor sensor is several tens of parts per billion (ppb), and it is as high as the sensitivity of an existing odor sensor that uses an oxide semiconductor. The distinctive feature of the new sensor is its capability to selectively detect some odorous substances, rather than its sensitivity. Very few false positives were possible due to the biological mechanism involved.

At normal temperature, the sensor lifetime is about 12 hours, which can be extended by putting it into a refrigerator before first use.

Shoji Takeuchi says has a great hope for research use in future, since the frog eggs are very practical for genetic engineering, and can be conveniently used to develop smell sensors for a wide range of gases. He said, “The X. laevis oocyte has high versatility for the development of chemical sensors for various odorants. We believe that a shared ability to smell might open a new relationship between man and robot. .. The research will have wide implications… If the sensor is embedded in a nursing robot, it will be able to identify certain mouth odors or body odors. Also, it can be used for detecting CO2, air pollution, water pollution and food. It’s very important for the environment.”

Controversial Queensland Premier of 19 years dies at 94

Saturday, April 23, 2005Queensland Australia’s Sir Joh Bjelke Petersen, a controversial figure who served as the State’s Premier for 19 years and reigned over the government that later became the subject of the Fitzgerald Inquiry, has died in hospital at Kingaroy, aged 94.

“By any measurement, Sir Joh was an exceptional state builder who will be remembered for consistently placing Queensland first,” said the Australian Governor General, Major General Jeffery, in a statement.

Australian Prime Minister, John Howard: “He was certainly a strong political figure and I extend my condolences to his wife and his family.”

But not all voices were sympathetic, prominent Queensland Aboriginal activist Sam Watson for example: “Aboriginal people will always remember him as a racist, a thug and a dictator.”

Having suffered severe ill-health for some weeks, and declining health for years, Sir Joh passed away at around 6pm AEST. He was surrounded by his family, who had been summoned yesterday by Lady Flo, his wife and one-time Senator, for final goodbyes.

Phrases such as “Don’t you worry about that” and “Goodness gracious me” were like trademarks to the maverick leader.

Known simply as ‘Joh’ to many, he would famously describe press conferences as ‘feeding the chooks’. Today Kingaroy locals taunted waiting press with cries from “You’re chooks, you’re chooks, ha ha” to “Go home, ya vultures”, and some obscenities, reported the Courier-Mail of Brisbane.

His fall from power at the end of the 80s was surrounded in controversy, with the state embroiled in corruption findings going to the level of his deputies, and Bjelke Petersen’s claims of ignorance coming under challenge with charges of perjury. The case was never heard due to a controversial hung jury: the foreman of the jury, Luke Shaw, had been an office-bearer of the Young Nationals — an arm of Bjelke Petersen’s National Party — as well as a member of a group calling themselves ‘Friends of Joh’.

Having had his start in life as a peanut farmer in remote Kingaroy, the former Premier was fit up until the very end, but palsy was paralyzing his muscles and organs, to which he eventually succumbed.

“Throughout his life Sir Joh combined enormous energy, vision and an immense capacity for hard work, most especially during his 19-year term as Premier of Queensland,” the Governor General said.

“What looked to us to be huge risks at the time turned out to be nation building,” said Bob Katter, a former minister of Joh’s Government, who credited Sir Joh with starting the Queensland coal, aluminum and tourism industries.

He is also remembered for dismantling many of the State’s unions, and for a somewhat totalitarian and heavy handed style of keeping control.

Under Joh, street protests were banned and Special Branch monitored extensively those the authoritarian leader saw as subversives, measures prompting Queenslander, Australian Civil Liberties Council, Terry O’Gorman, to comment Sir Joh was “the most appalling premier Queensland has ever had in terms of civil liberties and human rights”.

Joh was also influential in the famous case of the Dismissal by the Governor General of then-Prime Minister Gough Whitlam, in 1975.

In his last years as Premier, he had taken his cause to the nation’s capital, with the “Joh for PM” campaign. But this distraction has been credited with the downfall of his government, with corruption investigations at last being conducted by his stand-in, Bill Gunn.

The body of Sir Joh, who was of Lutheran faith, is to be buried at Bethany, the family property near Kingaroy.
