Ousted prime minister Thaksin Shinawatra may return to Thailand if he wishes, interim Prime Minister Surayud Chulanont and Council for National Security chairman General Sonthi Boonyaratglin said today.

Thaksin’s lawyer, Noppadon Pattama, indicated that Thaksin, in exile since a coup led by Sonthi last year, will soon return to Thailand so that he may appeal the seizure of his assets by the Assets Examination Committee.

Royal Malaysian Police Inspector-General Musa Hassan said at a maritime security meeting today that there is a “real and possible” threat of terrorism in the Strait of Malacca, which is shared by Indonesia, Malaysia and Singapore.

The strait, through which passes 40 percent of the world’s trade, has had a drop in incidences of piracy, but Hassan says he fears a LP gas vessel could be commandeered for a suicide mission.

Rescue attempts continue for Tasmanian miners

Rescuers are continuing their efforts to reach the trapped miners in the Beaconsfield mine in northern Tasmania.

A five tonne borer drilling machine has been secured in place to drill a one metre hole through the remaining 12-16 metres of rock that fell into the main shaft.

Since drilling began at 7pm last night, the machine has made a 2 cm wide pilot hole half way to the miners.

The trapped miners have been given egg sandwiches and yogurt, and have received apple ipod MP3 players filled with the miners favourite songs to pass the time and drown out the sounds of the drilling.

Meanwhile on the surface, the ever-growing media frenzy in Beaconsfield has forced the mine operators to enforce bag checks of rescuers entering the mine to ensure that no recording devices are taken into the mine.

UNHCR: 200,000 people displaced by violence in Yemen

The United Nations High Commissioner for Refugees (UNHCR) has said that 200,000 people in Yemen have been displaced by ongoing violence, and that the growing number of refugees is straining the ability of aid agencies to shelter and care for those forced to flee their homes.

The refugee agency reports that thousands of civilians in north Yemen are fleeing to neighboring provinces in a desperate search for safety, shelter and assistance, as the current wave of fighting between the government and the al-Houthi rebel group is entering its sixth month. It added that it is fast running out of space and money to care for them.

“We now estimate that some 200,000 people have been displaced by the conflict in Yemen since 2004, including those displaced by the latest escalation which erupted in early August last year,” said UNHCR spokesman Andrej Mahecic.

“These newly displaced people bring stories of intense clashes in Razeh, Saqain and Sahar districts and report dozens of civilian casualties as a result of air strikes and heavy fighting,” Mahecic added, as quoted by Voice of America. “UNHCR is not present in the conflict area and has no independent confirmation of these reports.

“We now estimate that some 200,000 people have been affected by the conflict in Yemen since 2004, including those displaced by the latest escalation which erupted in early August last year,” he continued.

The spokesman noted that camps for the displaced are stretched to capacity, and aid resources are quickly becoming depleted. News24 reports that one camp at Al Mazrak in the Hajjah province is now home to 21,000 people, double its intended capacity, and others were also being populated quickly and in dire conditions.

“The shelter situation is equally dire in Amran province where most of the arriving IDPs are staying with host families or renting places. Over the New Year’s week alone, more than 5,000 IDPs arrived to Amran City,” Mahecic said. “The acute lack of shelter and accommodation is creating tensions between the displaced and the local population. In the absence of an immediate and feasible camp option, UNHCR is planning to set up a transit center in Amran as an interim and temporary solution,” he concluded.

The UN has issued a US$177-million appeal on behalf of all UN agencies working in Yemen; so far, less than one percent of that has been received.

Virginians melee at used Apple iBook sale

“Total chaos” is how many described the melee that resulted from a sale of used Apple iBook laptop computers at the Richmond International Raceway (RIR) by the Henrico County, Virginia school system.

Officials estimated nearly 5,000 people thronged the sale for the $50, four-year-old computers. Among them were 17 injured, four requiring hospitalization – one for a leg injury, and three for heat-related illness, said Henrico County Police. Reports of trampling in the stampede were not uncommon, and one driver reportedly tried to drive through the throng of prospective buyers.

Alice Jemerson, an elderly customer said, “They bum rushed the gates and I was knocked over, fighting for my life. All these people were on top of me.”

Shortly after 7am EST officials opened the gates and many residents ran hysterically toward the building where the sale was to occur at 9am.

At a post sale press conference, Henrico County Police spokesman Lieutenant Doug Perry told reporters, “A few bad apples found their way inside. It looked worse than it was.”

Apple iBooks are the preferred computer for Henrico County schools, and Director of General Services of Henrico County Paul Proto, said changes were made to the event after tremendous interest was generated, some as far away as Europe and California. Officials closed and moved the sale from the Henrico county school warehouse to the RIR, after residents complained that their tax dollars were used to buy the computers, and they ought to have first right to repurchase them. The Henrico County Board of Supervisors voted to amend the County Code so that only residents could purchase the laptop computers.

Although officials had prohibited camping out and overnight parking, some in attendance reported that people began arriving at midnight.

Henrico Police Chief H.W. Stanley, Jr. said five patrol officers were originally planned for the event, a customary presence for an event the size authorities had estimated. But by 6 am, an enormous crowd was assembled at the front gate.

Officials present before opening told the crowd that automobiles would be allowed to enter first, which prompted many to run to their cars. But while some were running back to their cars, others rushed the gate. The resulting confusion created much anger, and guards closed the gates shortly thereafter.

Long lines encircling the sale building were commonplace, and one observer noted, “They’re going to see themselves on the news tonight, and see what fools they are.”

Some citizens, however, considered their wait worthwhile. Hairstylist and mother of two Sheress Blunt was one of the first hundred to buy one of the iBooks; she came with her mother and said they sneaked into the raceway through a side gate.

Tonya Vaughan arrived at 5:30 a.m., also bought one of the first iBooks and said three people offered to buy it from her for as much as $200. She declined however, saying, “I told them no way! I had worked too hard for it.”

Lt. Perry said many officers were complimented on the way they handled the crowd, adding that police were seen letting children who had been pushed aside, into the building.

Mr. Proto said, “There are no plans right now to have another iBook sale.”

Henrico County Battalion Police Chief Steve Wood said no arrests were made and the iBooks were sold out by 1pm EST.

Australian PM faces inquiry into Iraqi kickbacks

Australian Prime Minister, John Howard appeared before the Cole inquiry on Thursday, the first time an Australian Prime Minister has appeared before an inquiry with royal commission powers since 1983.

Unlike his foreign minister Alexander Downer who gave evidence before the inquiry on Tuesday, Mr Howard entered through the front door where he gave a brief address. He told the press that his government is being open about the Iraqi kickback affair. ” just want to make one point and that is that the appearance by me, earlier this week by the Foreign Minister and also by the Trade Minister, demonstrates absolutely how open and transparent and accountable the Government is being in relation to this matter” Mr Howard said to reporters.

Mr Howard was questioned by John Agius, counsel assisting the inquiry. Counsel for AWB, the company at the centre of the scandal did not apply to cross-examine the prime minister.

Terrence Cole, the inquiry’s commissioner received an application from Peter Geary and Micheal Long’s counsel to cross-examine the prime minister but refused it on the grounds that the proposed line of questioning was similar to that of Mr Aguis’ and that there was no evidence that Mr Howard had “ever met with Mr Geary or Mr Long”.

Mr Agius questioned the prime minister about a series of diplomatic cables sent to his office, which raised concerns about AWB’s contracts in Iraq.

Mr Howard told the inquiry that he doesn’t recall reading or being briefed about any of the cables referred to by the inquiry. The inquiry also heard that prior to 2003 there was no system in place to identify which cables had been bought to the prime minister’s attention.

In his statement to the inquiry, Mr Howard said that his office had not received four of the cables mentioned by the inquiry. Under questioning, Mr Howard confirmed this but conceded that it was likely that his staff had read the other 17.

When asked whether there were any guidelines which guided his advisors in deciding which cables should be bought to the prime minister’s attention, Mr Howard replied “No, there weren’t”.

The inquiry heard that the only discussions about which cables which should be bought to Mr Howard’s attention occurred when an advisor changed in very generic terms. Mr Howard told the inquiry that he would tell a new advisor “Well, you’ve got to exercise your own judgment, I can’t possibly read everything, and clearly I want things brought to my attention which are, in your judgment, important and are relevant to issues in front of the government at the time”.

Mr Howard admitted that the government had an interest in Iraq using the United Nations oil for food program for its own financial benefit, but said he did not expect cables dealing with alleged breach of UN sanctions to have been bought to his attention.

The questioning then turned to a statement Mr Howard made to the National Press Club on March 13, 2003, one week prior to the US-led Iraqi occupation. Speaking about Saddam Hussein Mr Howard said “He has cruelly and cynically manipulated the United Nations oil-for-food programme. He’s rorted it to buy weapons to supporthis designs at the expense of the wellbeing of his people”.

Mr Agius asked Mr Howard if his statement was based upon briefngs he had received. Mr Howard told the inquiry that the information was based upon “open source” intelligence stated at addresses by British foreign secretary Jack Straw and the United States state department. Mr Howard said one of his advisors “checked with some cables to confirm that those cables supported the open-source claims and was satisfied that they did”.

Mr Howard denied seeing the cables used by the advisor to support the claims, but believed he would have told her to be sure that everything they were saying can be supported by fact. Mr Howard told the inquiry that he never knew about cables which referred to Hussein rorting the UN Oil for Food program. Mr Howard admitted that at the time his “general knowledge” was that Hussein had breached UN sanctions and was rorting the Oil for Food program.

“My general knowledge at the time and belief was that the program had been rorted, and it was not seriously in dispute. Nobody was arguing it hadn’t been rorted” Mr Howard said.

The prime minister was questioned about an unassessed intelligence report which mentioned a Jordanian trucking company known as “Alia” paying kickbacks to Hussein. In response to this Mr Howard told the inquiry that he could not recall the information being bought to his attention, which was not unusual.

2020 Melbourne Lord Mayor candidate Wayne Tseng answered some questions about his campaign for the upcoming election from Wikinews. The Lord Mayor election in the Australian city is scheduled to take place this week.

Tseng runs a firm called eTranslate, which helps software developers to make the software available to the users. In the candidate’s questionnaire, Tseng said eTranslate had led to him working with all three tiers of the government. He previously belonged to the Australian Liberal Party, but has left since then, to run for mayorship as an independent candidate.

Tseng is of Chinese descent, having moved to Australia with his parents from Vietnam. Graduated in Brisbane, Tseng received his PhD in Melbourne and has been living in the city, he told Wikinews. Tseng also formed Chinese Precinct Chamber of Commerce, an organisation responsible for many “community bond building initiatives”, the Lord Mayor candidate told Wikinews.

Tseng discussed his plans for leading Melbourne, recovering from COVID-19, and “Democracy 2.0” to ensure concerns of minorities in the city were also heard. Tseng also focused on the importance of the multi-culture aspect and talked about making Melbourne the capital of the aboriginals. Tseng also explained why he thinks Melbourne is poised to be a world city by 2030.

Tseng’s deputy Lord Mayor candidate Gricol Yang is a Commercial Banker and works for ANZ Banking Group.

Currently, Sally Capp is the Lord Mayor of Melbourne, the Victorian capital. Capp was elected as an interim Lord Mayor in mid-2018 after the former Lord Mayor Robert Doyle resigned from his position after sexual assault allegations. Doyle served as the Lord Mayor of Melbourne for almost a decade since 2008.

Bush requests $80bn to pay for on-going military operations

Wednesday, January 26, 2005U.S. President George W. Bush has asked the U.S. Congress for an additional $80bn to pay for the on-going military operations in Iraq and Afghanistan.

This is on top of $25bn approved by Congress last summer in the fiscal defense appropriations bill for 2005. Bush states that this money is to provide U.S. troops with “whatever they need to protect themselves” and also to fight terrorism in Iraq.

The money will support the ‘global war on terror’ until September 30, 2005. Of the $80bn, $75bn will be spent on the repair and replacement of equipment, training of the Iraqi security forces, and basic personnel costs.

The remaining $5bn will be used to fund State Department embassy construction, activities in Iraq, and humanitarian operations in Darfur, Sudan.

Ethics In The Work Place

Ethics is defined as the principles of conduct governing an individual or group. Our personal ethics guide decisions that we make each day. The same is true in companies.

In a recent survey by the Ethics Resource Center, some sobering statistics about ethics in the work place were cited.

Among these are:

More than half of workers observed at least one type of misconduct and this was an increase over a survey taken in 2003.

The two most prevalent types of misconduct were abusive behavior towards employees and lying to employees, customers, suppliers, and the public.

The survey also found that only 55 percent of employees reported misconduct to management, a drop from 65 percent in 2003.

The conclusion from the study was, that despite the renewed emphasis on corporate ethics in the wave of Enron and other corporate scandals, there has not been much change in work place ethics over the last five years. Although training, awareness, and formal programs are necessary, the real difference ultimately comes down to organizational culture. The study found that employees in a strong ethical culture are almost twice as likely to report misconduct than employees in a weak ethical culture. Formal programs in weak cultures had no impact on ethical behavior.

The key to establishing a strong ethical culture is management behavior and action. Management establishes the standards for behavior by what is accepts and not accepts as appropriate. What employees see their top executives, managers, and co-workers do, and get away with, influences significantly their own views of what is acceptable and unacceptable behavior.

Having a more satisfying and productive work environment

Employees who work in organizations with a strong ethical culture, who see executives and managers modeling ethical behavior, and who see honesty, integrity, and trust applied regularly have an overall greater satisfaction with their organizations and feel more valued. There are fewer incidents of misconduct and when there is, there is a greater willingness to report them.

1. In order for people to work together, there must be standards of behavior that they agree on. These standards, if adhered to, with further the stability and integrity of the group. If the standards are compromised or violated, the result is decreased stability and effectiveness.

2. Every organization must have an agreed upon behaviors. These behaviors are based on the organizations values and serve as the basis for establishing a code of ethics.

3. Work place ethics is not about changing peoples values, but rather dealing with conflict between them.

4. Most ethical decisions faced by leaders are complex. When faced with complex situations, critical thinking and problem solving applied through the window of the organizations values and code of ethics is needed.

5. Even the most ethical person can make poor ethical decisions when stressed, confused, pressured, or under informed. The organization needs a structure and process to help people process ethical decisions and come up with the best conclusions.

6. There will always be unethical actions and ethical dilemmas in the work place. Leaders and employees can create a supportive environment where they work together to identify and prioritize values. They can also work to establish policies and procedures that will help the organization to better manage its values.

When faced with a key ethical decision, here are some questions to ask yourself:

1. Would I be happy for this decision to be on the public record? In one company I worked for, we always had a saying when faced with a tough ethical decisionWould we want to be on 60 Minutes explaining this decision?. This kept us honest in exploring alternatives and trying to make sure that we did the right thing. Think about all the poor decisions business and political leaders have made that did become public knowledge.

2. What would happen if everybody did this? Imagine that your decision becomes a rule for behavior for the organization. The right decision for one person should be the right decision for everyone.

3. Will the proposed course of action bring about a good result? Does the decision produce the greatest balance of good compared to harm?

4. How would I like it if someone did this to me? The fact that you may not like the same thing to happen to you may force you to consider other alternatives.

5. What will this decision do to my reputation and the reputation of my company? Decisions help to shape our character and vice versa. If an unethical practice becomes a habit, it undermines values and principles.

6. Is the proposed course of action consistent with my stated values and principles? The gap between word and deed in a powerful source of cynicism in an organization.
